The Cushing Cemetery is a privately owned historic burial ground and when it was discovered that the fence surrounding the property contained lead-based paint, they needed to take action to protect their visitors.
Notable memorials in the Cushing Cemetery include:
Gideon Barstow US Congressman. He was elected as a Democrat to represent Massachusetts' 2nd Congressional District in the United States House of Representatives, serving from 1821 to 1823. This is a cenotaph memorial located within his parent's lot.
Wilson Barstow, Jr. Civil War Union Brevet Brigadier General. He served during the Civil War first as 1st Lieutenant in Company E, 37th New York Volunteer Infantry, then as a Captain and Aide-de-Camp on the staff of Major General John A. Dix. He was brevetted Brigadier General, US Volunteers on March 13, 1865 for "efficient and meritorious services during the war".
Challenge:
The cemetery was established in 1806 and maintenance has become increasingly expensive, according to the Cemetery Commission, the cemetery was originally owned by the town, but was taken over by a private group in the early 20th century, so any expense to maintain the cemetery is a decision that must be considered based on budget.
Why ECOBOND® - LeadDefender® Was Selected Over Other Available Products:
I needed to repair and paint a very large and ornate fence at a local cemetery and I had to get smart about lead paint. I also needed to keep our overall cost of this project down because of funding.
I went online and started to get information about products that just covered the lead paint, products that encapsulated the lead paint and products that rendered the lead paint harmless. It was a learning experience.
After reviewing all of the information I went with Ecobond for one reason only. It makes the lead paint safe to work with. I can sand it, scrape it, paint over it, I had no limitations to what I could do. Our project is almost 50% complete and I’m very pleased at our progress and the way our fence is looking. And I don’t have to worry about the lead paint 20 years from now when it needs painting again.
I am very pleased at the way the paint goes on and covers the fence. The water cleanup is a huge plus also. Our biggest problem is working around New England weather, but even at cool temperatures the paint flows well.
A lot of people have been asking questions about the product that I’m using and I’ve been explaining what it is and how it works. Great product, I like the way it works, I’d recommend it for any lead paint project.

Lead Paint News Stories: Lead Poisoning is Still Shockingly Common in The U.S.
When you hear the words "lead poisoning" you probably think of the deplorable conditions that people living in slums, or the side effects of those living in abject poverty in the third world.
The problem is that a lot of us forget that lead was everywhere up to around 1978 in the U.S., and that once we all decided it was a problem, we did not clean up our mess. We just left it and tried to forget about it. As a result, every new generation has had to deal with the mistakes left behind.
Where Is Lead Lurking?
According to the Kitsap Sun, the most common place to find lead is in older homes. Homes built prior to 1978 are the most likely to have lead paint in them, and even if that paint is not cracking and chipping it can leech into household dust. Stuff that is getting into your children's lungs, and on their hands. Given that there are still thousands of buildings all across the country that still have lead paint in them due to the cost of removing it, this is a serious danger that is affected multiple generations of children.
That is bad enough, but it is far from the only thing you have to worry about.
For example, lead can be found in the soil if it was not properly contained when paint was taken down. This is particularly common on old playgrounds. Lead paint can even be found on old toys if you are not careful! While imported toys may contain lead -the article reported that over 360,000 imported toys were seized in 2017 for violating lead standards), it's far more likely that you're at risk from what's lurking in your attic, or in your grandparents' house, than from something you bought on eBay. photo ID:1091794836 Credit:krblokhin
We like to think that lead poisoning is an old problem, left behind with the Great. It is not, though. It is a very real problem we still deal with, and which needs to be dealt with if we are going to stop it from affecting our kids, and their kids.
Lead paint, once popularly used, is still prevalent in a number of homes in the United States despite the fact that contamination from lead paint poses serious health risks to those who inhabit homes and structures with it. It is important to make sure you test your paint for the presence of lead and remove this paint immediately if dangerous levels of lead are found.
The Environmental Protection Agency (EPA) estimates that 83 percent of all homes built before the year 1980 have lead based paint somewhere in the unit. This is a high percentage of homes. If your home was built before the year 1980, there is a good chance that there is lead paint somewhere in your home. This does not necessarily mean that you or your family have been contaminated by lead, but it means you should test for lead in your home to be on the safe side.
The cost of lead removal from a home on average costs $10,000…or more! This price will vary based on how much paint needs to be removed and has been estimated by the EPA to cost anywhere from 8 to 15 dollars a square foot to remove. This price may seem steep, but there are specific protocols that need to be followed in order to ensure that the lead paint is safely removed from the structure.
Since 2016, the Federal Government has offered about 100 million dollars in Housing and Urban Development grants to remove lead paint from houses and other structures with the aim of protecting young children from lead poisoning. The problem is that this is not enough. The CDC estimates that kids in at least 4 million households are being exposed to high levels of lead. At an average of $10,000 dollars per lead removal job, 100 million dollars in Housing and Urban Development grants is quite simply not enough to adequately address this health issue.
Protect your home and family from lead poisoning. Test your paint, and get it removed if it shows high levels of lead.

Upwards Of $400 Million In Federal Funding For Lead Poison Prevention!
Significant changes have occurred regarding the federal funding for Lead Poisoning Prevention. These changes occurred alongside new EPA guidelines. The new EPA guidelines detail a significant decrease in the amount of detectable lead particle clearance levels. The EPA is finalizing its proposal to lower the DLHS for floors from 40 µg/ft2 to 10 µg/ft2 and its proposal to lower the DLHS for windowsills from 250 µg/ft2 to 100 µg/ft2. These new clearance levels have been agreed upon by various agencies due to the adverse effects of lead exposure that still pose a significant threat to many. While no lead exposure has been deemed as safe, limiting lead exposure can improve the quality of life for children and adults alike.
The National Safe and Healthy Housing Coalitions (NSHHC) requested for increased funding on lead poisoning prevention. This has been justified by increasing the CDC healthy homes and lead poisoning prevention programs work. The program allows the CDC to provide grants to conduct needed surveillance of children exposed to lead, provide national data, case management, enable local jurisdictions more, and allow for action to be taken before children are exposed rather than after. The federal funding for lead poisoning prevention has been increased to upwards of 400 million dollars, the highest funding by Congress to date.
Who does this effect?
This can affect a variety of individuals, organizations, or companies in positions such as building construction, specialty trade contractors, real estate, child day care services, elementary and secondary schools, residential properties, property owners, and the like.
How to address this?
Effective treatment of lead paint is viable and accessible. Lead should be treated and not just encapsulated. ECOBOND® - Lead Defender® seals and treats the lead and lead dust in lead-based paint. The molecules in our paint chemically bond to the lead when in contact with it, rendering the threat of airborne particles or damaged surfaces dramatically reduced. ECOBOND can be applied to a variety of interior and exterior surfaces. This treatment is designed for professional use with patented lead treatment reagents, paint penetrators, softeners and the best professional grade quality latex paint. This will penetrate, bond, seal and treat existing lead paint applications and control the spread of airborne lead.
The use of ECOBOND® - LeadDefender® can significantly reduce or limit costs of lead treatment as well. A professional lead cleanup can cost tens of thousands of dollars. With the new EPA regulations and a major increase in lead testing, funding and programs, lead particle exposure cannot be risked. Using our product is both a safe and economical solution to the new guidelines that are being imposed and will give extra piece of mind to anyone worried about lead-based paint exposure.

Even though lead-based paint has been banned from production since 1978, there continues to be a need to be aware of the dangers of lead exposure.
According to an article from the Minnesota Newspaper Association from January 2020, the state health department reported that “91,175 children over the age of 6 received blood lead tests between 2014 and 2018, the latest year for data is made available in the update.”
The article continued that “children under the age of 6 and especially between age 1 and 3 are most vulnerable to lead exposure. Lead is commonly found in homes built before 1978 and is ingested in hand-to-mouth contact by children who grab areas where older homes can shed paint dust and chips. Elevated blood lead can lead to behavioral problems, shortened attention span, lower IQ, slower growth and decreased coordination. Children who live in or visit holder homes should be tested at both age 1 and age 2, according to the MDH. A second test is advised even if the first test was negative as risk behaviors lead to exposure change as the child develops.”
Their interactive map provides detailed information by county and the number of children impacted by elevated blood lead levels (EBLLs)
Lead poisoning is not something that any child should be subjected to, whether it comes through negligence or blatant disregard for safety. Any level of lead in the blood is considered unsafe, and Americans should continue to dispose of outdated lead-based products in a proper way to replace them with new products that will not pose a risk to the health of everyone around.

ECOBOND® Paint Hello. We are here today visiting with Paul Delmonico paint manufacturer with Old Western Paint. Welcome Paul.
Paul Delmonico: Thank you. Thank you for having me. ECOBOND® Paint Today we're going to be discussing
ECOBOND Paint, which is the premier provider of environmental paint products focused on protecting human health from the dangers of lead, smoke, and odors. We make paint with a purpose so you can paint with a purpose. Paul, how many years have you been with Old Western Paint in the manufacturing?
Paul Delmonico: Old Western Paint's been open since 1961. My father started the company. I grew up working down here. But I've been actually running the manufacturing since about 1990.
ECOBOND® Paint Wow. Quite a while.
Paul Delmonico: Yeah, I put 21 years of manufacturing here.
ECOBOND® Paint And you have partnered with ECOBOND now for how many years?
Paul Delmonico: We've been with ECOBOND for about 13 years now, that we've been developing products and manufacturing with them.
ECOBOND® Paint So you know the product quite well?
Paul Delmonico: Know it very well, from the ground up.
ECOBOND® Paint Very good. Paul, we have been asked about the mistaken assumption that ECOBOND Lead Defender doesn’t cover as well as regular paints during application. Can you explain this?
Paul Delmonico: Well it does cover as well. It covers what we call a "dry hide." Now what a dry hide is, is when you have a higher PVC product that it takes its coverage during the drying process. See some paints, they give you what we call a wet hide, meaning that as you're rolling the paint on or applying it onto the surface, that it gives you the coverage. Well ECOBOND doesn't do that. It needs to be put on it at the application levels that it's recommended at. And then as it dries, you'll see the coverage will happen. So, you basically got to let it dry before you see it do its job perfectly.
ECOBOND® Paint Got you. So, a dry hide is not necessarily a bad thing within paint products, and anyone painting should not be alarmed with this or trouble by the wet coating. Paul Delmonico: Oh no, it's just you have to understand that it is a dry hide product, so you don't over apply it as you're putting it on. You just put it on at the recommended levels, and it will do its job the way it's supposed to do it, and dry and give you good coverage.
ECOBOND® Paint So it's the same coverage but you don't see it until it's dry, basically?
Paul Delmonico: Correct. It is the same coverage and so you don't worry about that. You just have to know that the application is important.
ECOBOND® Paint Will this affect the coverage rate of the wet film?
Paul Delmonico: It will not affect the coverage rate. You know, like I said, recommendation of what the coverage you needed to give you the lead treatment, and the painting properties is important. So, follow those recommendations and the product will do its job.
ECOBOND® Paint Very good. Can you explain hiding versus stain-blocking?
Paul Delmonico: Well, hiding is what it means when you actually get the coat on the wall and you're covering the substrate and giving yourself an even substrate coating that doesn't have anything bleeding through it. Stain-blocking is when you're physically trying to hide something on the wall, a water stain, a magic marker stain, some of that type of stuff. Now ECOBOND is not made to be a stain-blocker but it will give you a good hiding power as it puts it on the wall.
ECOBOND® Paint Very good. Dry hide would then fall into this in the hiding would improve once the film has dried, correct?
Paul Delmonico: Yes, it does. Now how this works is that when you have a high PVC product, that means you have a higher pigment volume concentration. And so, some paints they have a higher resin concentration or high vehicle concentration and that's what gives you more of the wet hide. Well, when we get into a higher pigment volume concentration, the product has to get the pigments have to kind of line up, and they have to get themselves into their lined-up pattern so that they give you the hiding power as they're lining up. Well takes some time to line up and they do that through the drying process. And so that's why it's a time limit of letting it dry so that those pigments that we've trained to be in that paint will stack up and give you the hiding power that you need.
ECOBOND® Paint And regular paints would pretty much stack up automatically through.
Paul Delmonico: Well, they're not having to stack up because they don't have as much a pigment in them. So due the fact that they have the vehicle in them, that they are flowing out on the wall with that vehicle causing it in there. So, it's just a different way of getting your hiding power.
ECOBOND® Paint With what would you have explained ECOBOND is clearly different than regular paints. What makes ECOBOND better than regular pain for serving the purpose of lead treatment?
Paul Delmonico: It's a lead treatment. There is nothing I've ever seen on the market that gives you lead treatment and will make lead inert through a painting product. I mean for the protection that it can give you just through a paint coating, it's just amazing to me and it has been since I first worked with it. I mean the patented side of it that they put out there, it's just done wonders for what lead can be stopped with, and how we don't have to worry about it with our children anymore.
ECOBOND® Paint And typical paints would or encapsulants, they would seal that in much like ECOBOND does but there's absolutely no treating capability for that lead.
Paul Delmonico: Correct. Regular paint would have no effect on it whatsoever. I mean, so it still is an active lead on the wall. Encapsulants that will give you a concealed coating on there, they would basically hide it behind a coating. So, they aren't really stopping it from being affected. So, if that coating would ever be disrupted or broken through, well the lead would have an effect on you again. Whereas, with ECOBOND, that's taken away because it is coated with that patented material that makes it inert and makes it have the protection built into the coat.
ECOBOND® Paint And with that being said, our product proven through ASTM and EPA testing methods for lead hazard reduction of 86% in bio accessibility, 99% airborne lead dust reduction, 95% overall lead reduction and acid rain leaching resistance up to 98%. Is there anything else you would like to mention about ECOBOND?
Paul Delmonico: Well, I'd like to tell you about the product. The ECOBOND standard has Bitrex in it. I don't know if anybody's familiar with Bitrex, but what it is, is it's a substance that we put in there that causes the material that tastes horrible. And I mean it tastes horrible. So, what this does is it would cause children or anybody that would actually put it in their mouth to immediately want to spit it out. Double function. I mean, they put this on some other items, soaps and different things, that would make them want to spit it out. And that's what it's made for. And it does its job extremely well. The ECOBOND products all have a very low VOC system. They're way below national average, all of them in that 10 grams per liter range, which makes them, again, a very healthy type product to be able to be around. No smell and a water-based system, so they dry rapidly. They do actually have a mildew and mold preventive system into them. A broad-spectrum system that prevents a lot of the environmental products or environmental things that can happen to a paint. So, we like the fact that we don't get mold growth or mildew growth and it can be used interior or exteriorly. And also, it does have fire properties, which is just amazing in paints. Most paint you have to buy specifically just for fire retardants. Well this one kind of just naturally it's part of what its makeup is, so it will not burn under a flame system situation. So, it does help you in that matter too.
ECOBOND® Paint So it is a fire-resistant product? Paul Delmonico: It is a fire-resistant product, basically it will not burn. ECOBOND® Paint And with the new formula that we've come out with, the viscosity has improved quite a bit. Can you talk a little bit about that? Paul Delmonico: Yeah. What the viscosity is, is that's more transferring energy to the paint from our application, roller, brush spray. So, what we're trying to do is we're trying to make it more friendly to apply. And so that's what we've done. We've increased the viscosity and increased its ability to apply more friendly.
ECOBOND® Paint Thank you Paul, for your in-depth explanation of the ECOBOND LeadDefender and definition of our improved formula. For more information on ECOBOND environmental paints, please visit ecobondpaint.com.
